How to §kate in Finland

We have listed here such sections of the Finnish Road Traffic Act (TieliikenneL 267/1981) and the Road Traffic Ordinance (TieliikenneA 182/1982) that especially give rights and set duties to (inline) skaters. You can get basic knowledge of the skating regulations in Finland by reading this.

The sentences listed below are not direct excerpts from the legislation. They have been modified to tell the thing from a skater's viewpoint. Unfortunately the official Finnish road traffic legislation is not available in English.

Remember carefulness when skating. Finnish traffic is generally very obedient to the law. However, drivers may ignore especially the sections forcing vechiles to give way for skaters.

Applying the Road Traffic Act
The Road Traffic Act is valid on roads. TieliikenneL 1 §:n 1 mom
A road is a public or private road, street, square or any other place used normally by the traffic. TieliikenneL 2 §:n 1 kohta
Skater
A skater is a pedestrian. TieliikenneL 2 §:n 11 kohta
Skater's rights
Vechiles must give way for a skater when they are turning to a road which the skater is crossing or going to cross.
Vechiles must give way for a skater skating on the side of the road when they are going to leave the road. TieliikenneL 14 §:n 2 mom
Vechiles must give way for a skater when coming from a yard, parking place, service station, path, snow mobile route or from some other minor road. TieliikenneL 14 §:n 3 mom

Vechiles must leave safe space for a skater when meeting or overtaking. TieliikenneL 30 §:n 1 mom
Vechiles must let a skater skate undisturbed when going to cross a sidewalk. TieliikenneL 31 §:n 1 mom
Vechiles must let a skater skating on or going to step onto a pedestrian crossing skate undisturbed. TieliikenneL 32 §:n 1 mom
Vechiles must let a skater skate undisturbed on mixed-use streets. TieliikenneL 33 §:n 3 mom
Skaters are allowed to skate anywhere on a mixed-use street. TieliikenneL 41 §

Skaters' duties
Skaters must follow the traffic regulations and avoid danger and damage. Skaters must follow the carefulness required by the circumstances.
Skaters must not block or impede the traffic if not required. TieliikenneL 3 §

Skaters must skate on a sidewalk or on a verge if it is possible without causing trouble. TieliikenneL 40 §:n 1 mom
A verge, if available, is always separated from the roadway with a solid white line. TieliikenneL 2 §:n 3 kohta
Skaters must skate on a cycle path or on the side of the roadway if it is not possible to use sidewalks or verges. TieliikenneL 40 §:n 2 mom

Skaters must skate on the left side when skating on the roadway. The right side may be used only if it is safer for example because of a short distance. TieliikenneL 40 §:n 4 mom
Skaters must skate on a verge or on the right side of the roadway when skating in a supervised group or procession. TieliikenneL 43 §

Skaters must use a luminous tag when skating in dark. TieliikenneL 42 §
Skaters must use a pedestrian crossing for crossing the roadway or the roadway must be crossed perpendicularly and usually beside crossroads.
Skaters must be careful with the approaching vechile when crossing the roadway.
Skaters must cross the roadway without unnecessary delay. TieliikenneL 44 §
Skaters are not allowed to step on cycle path, roadway, or tram lane if pedestrian traffic light shows red.
Skaters must obey vechile traffic lights if there are no pedestrian lights. TieliikenneA 28 §
